Planning & Zoning Department

The Planning and Zoning Department administers the County's land use regulations. Department staff perform zoning and development review and serve as the first contact for developers and landowners who are considering new development or changes to existing development. Most importantly, the Planning and Zoning staff work alongside the community's citizens to create the long range goals, plans and strategies that shape the future of Northampton County.


  1. Continue to expand upon GIS capability/functionality, particularly analytical features and investigate applicability to emergency management
  2. Ensure that the county's land use documents promote a safe, attractive and harmonious living
    environment for all its citizens
  3. Evaluate staffing requirements in view of current demand and demographic projections to provide efficient and timely service to residents and property owners
  4. Streamline permitting processes to the extent possible while adequately fulfilling
    state regulatory mandates.

Comprehensive Plan

The draft Northampton County Comprehensive Plan will be heard at public hearing on August 7th at 7pm at the middle school auditorium in Machipongo. Final copies of the draft Comprehensive Plan can be found at the Northampton County Administration building, any town hall, or online on the Northampton county Planning page starting July 12.


Public Notice of Special Meeting

Pursuant to Article 5 of the By-Laws of the Northampton County Planning Commission and section §15.2-22.14 of Virginia State Code, a special meeting of the Northampton County Planning Commission has been called by Chairman Freeze for Wednesday, August 29, 2018, at 7:00 p.m. in the upstairs glass conference room located at 16404 Courthouse Road in Eastville, Virginia. This will be an open session; the purpose of which is only to work on the draft Comprehensive Plan and review comments. Please call (757) 678-0443 x 546 or e-mail to confirm your ability to attend at this meeting if you have not already done so.

§ 15.2-2214. Meetings.

The local planning commission shall fix the time for holding regular meetings. The commission, by resolution adopted at a regular meeting, may also fix the day or days to which any meeting shall be continued if the chairman, or vice-chairman if the chairman is unable to act, finds and declares that weather or other conditions are such that it is hazardous for members to attend the meeting. Such finding shall be communicated to the members and the press as promptly as possible. All hearings and other matters previously advertised for such meeting shall be conducted at the continued meeting and no further advertisement is required. The commission shall cause a copy of such resolution to be inserted in a newspaper having general circulation in the locality at least seven days prior to the first meeting held pursuant to the adopted schedule.
Commissions shall meet at least every two months. However, in any locality with a population of not more than 7,500, the commission shall be required to meet at least once each year.
Special meetings of the commission may be called by the chairman or by two members upon written request to the secretary. The secretary shall mail to all members, at least five days in advance of a special meeting, a written notice fixing the time and place of the meeting and the purpose thereof.
Written notice of a special meeting is not required if the time of the special meeting has been fixed at a regular meeting, or if all members are present at the special meeting or file a written waiver of notice.
