NOTICE OF PROPOSED EQUALIZED REAL PROPERTY TAX RATE INCREASE


The Board of Supervisors of Northampton County, Virginia, proposes to equalize property tax levies.

1. Assessment Increase: Total assessed value of real property, excluding additional assessments due to new construction or improvements to property, exceeds last year’s total assessed value of real property by 21.18 percent.

2. Lowered Rate Necessary to Offset Increased Assessment: The tax rate which would levy the same amount of real estate tax as last year, when multiplied by the new total assessed value of real estate with the exclusions mentioned above, would be $0.6272 per $100 of assessed value. The Code of Virginia allows for a 1% growth of the levy which results in an equalized rate of $0.6335.

3. Effective Rate: The Board of Supervisors of Northampton County, Virginia, proposes to adopt a tax rate of $0.685 per $100 of assessed value. The difference between the lowered tax rate and the proposed rate would be $0.0515 per $100 or 8.12%. This difference will be known as the “effective tax rate increase”.

Individual property taxes may, however, increase at a percentage greater than or less than the above percentage.

4. Proposed Total Budget Increase: Based on the proposed real property tax rate and changes in other revenues, the total budget of Northampton County will exceed last year’s by 12.1%

A public hearing on the Equalized Tax Rate will be held on May 28, 2024, commencing at 5:00 p.m. in the Board Room of the County Administration Building, 16404 Courthouse Road, Eastville, Virginia. The hearing will be open to the public. The governing body shall permit persons desiring to be heard an opportunity to present oral testimony within such reasonable time limits as shall be determined by the governing body.

5. The Board will convene a separate public hearing on June 11, 2024, commencing at 5:00 p.m., in the Board Room of the County Administration Building, 16404 Courthouse Road, Eastville, Virginia, to consider the proposed FY 2025 budget which may increase, decrease or retain the Equalized Tax Rate.

PUBLIC NOTICE


The Northampton County Board of Supervisors will meet on Tuesday, May 14, 2024, at 6:00 p.m. in the Board Chambers located at 16404 Courthouse Road in Eastville, Virginia, to conduct public hearings on the following matters:

AFD 2024-01 Addition to Happy Union AFD: Laurie Dryden has applied to add 112 acres to the Happy Union AFD. The property is described as Tax Map 14-A-21.

Minor Special Use Permit 2024-02: Betty Sewell and Bundick Properties, LLC are applying for a minor special use permit to construct a new single wide mobile home. The property is located at Pine Meadows Way in Exmore and is further described as Tax Map 9B-7-A1.

Zoning Text Amendment 2024-04: The Board of Supervisors of Northampton County is proposing a Zoning Text Amendment to revise Sections 154.2.172(B)(3)(b) and 154.2.127(B)(4)(bb) in the 2000 and 2016 Zoning Ordinances.

Zoning Text Amendment 2024-01: The Board of Supervisors of Northampton County is proposing a Zoning Text Amendment to make the following revisions pertaining to “campground, rustic”:

(i) Amend Section 154.2.003 Definitions by revising the definition of “campground, rustic”; and

(ii) The addition of the revised definition of “campground, rustic”, to Appendix A: Use Regulations, Category 2 – Commercial Uses.

ATTENTION NORTHAMPTON COUNTY CITIZENS


Effective August 1, 2023, Tidewater Fibre Corporation, the County’s recycling vendor, will cease servicing the Eastern Shore.

After August 1st, we will be utilizing Shore Waste of Salisbury, Maryland. Shore Waste works in cooperation with Eagle Recycling (also in Salisbury) for acceptance of our single-stream recycling products, WITH THE EXCEPTION OF GLASS. Glass is NOT acceptable by the vendor.

Understanding that glass makes up a significant portion of our recycling stream, a separate container will be placed at each convenience center for glass while we continue our efforts to find a vendor who will accept glass products.
Please do not put glass into the recycling bins. It contaminates the entire load and will cause the load to be rejected by the recycling vendor.

ATTENTION NORTHAMPTON COUNTY PROPERTY OWNERS AND CONTRACTORS

If you are planning to do work on or near the water by or within beaches or dunes, or near or in wetlands, call the Planning Permitting and Enforcement Department at (757) 678-0443 before starting any work to obtain required permits.

Work without a permit within the Wetlands Board Jurisdiction may result in a violation with fines up to $10,000 for the contractor and the property owner.
