The Northampton County Board of Supervisors will hold a public hearing commencing at 6:00 p.m., on Tuesday, July 8, 2025, in the Board Room of the County Administration Building, 16404 Courthouse Road, Eastville, Virginia, to afford interested parties the opportunity to be heard or present written comments regarding the following ordinance:

AN ORDINANCE PROVIDING FOR MONETARY BONUSES FOR COUNTY EMPLOYEES

The purpose of this ordinance is to provide one-time bonuses of 1 ½% to full-time and part-time County employees based on an employee’s salary prior to any FY 2026 cost-of-living adjustment.

A copy of the proposed ordinance is available for public review at the County Administrator’s Office, Eastville, Virginia, during normal business hours.

PUBLIC NOTICE

The Northampton County Board of Supervisors will meet on Tuesday, July 8, 2025, at 6:00 p.m. in the Board Chambers located at 16404 Courthouse Road in Eastville, Virginia, to conduct public hearings on the following matters:

AFD 2025-01 Addition to Picketts Harbor AFD: Cheapside Farm, Inc., has applied to add 51 acres to the Picketts Harbor AFD. The property is described as Tax Map 105-A-102.

AFD 2025-02 Addition to Magotha AFD: John Edmond Brooks (J.E.B.) Johnson has applied to add 40 acres to the Magotha AFD. The property is described as Tax Map 113-A-59.

Withdrawal from Point Pleasant AFD: Denard Spady and Dora-Weston Spady Wilkins have petitioned to remove one parcel from the Point Pleasant AFD. The property is described as Tax Map 117-A-9.

NOTICE OF PUBLIC HEARING

The Northampton County Board of Supervisors will conduct a public hearing at 6:00 p.m., Tuesday, July 8, 2025, in the Board Room of the County Administration Building, 16404 Courthouse Road, Eastville, Virginia, to receive public comment on the following ordinance:

ORDINANCE REENACTING THE VIRGINIA UNIFORM STATEWIDE BUILDING CODE WITHIN THE LIMITS OF NORTHAMPTON COUNTY

This ordinance is codified as Section 150 of the Northampton County Code of Ordinances.

The purpose of this amendment is to modify the date of the referenced Uniform Statewide Building Code, to modify one existing fee (Appeal to the Building Code Board of Appeals), and to add two new permit types and associated fees (Permit Amendment Fee [$75] and Inspection Cancellation Fee with less than 24-hour notice [$50]).
This proposed ordinance is available for review at the County Administrator's Office, 16404 Courthouse Road, Eastville, Virginia, during normal business hours. Anyone interested in the above matter should attend the public hearing to express their views.

PUBLIC NOTICE


The Northampton County Board of Supervisors will meet on Tuesday, July 8, 2025, at 6:00 p.m. in the Board Chambers located at 16404 Courthouse Road in Eastville, Virginia, to conduct public hearings on the following matters:

Minor SUP 2025-02: Jennifer Short (applicant) and Candace Nottingham of THS Family Limited Partnership (property owner) are applying for a minor special use permit to convert a vacant accessory structure to an accessory dwelling, a use requiring a special use permit in the ECC/R (Existing Cottage Community/Residential) zoning district. The property is located at 16020 Smith Beach Road in Cape Charles, VA and is further described as Tax Map 56-A-16020.

ZTA 2025-01: The Board of Supervisors of Northampton County is proposing a Zoning Text Amendment with respect to the regulation of boat houses and gazebos. Revisions are proposed to be made to the 2016 and 2000 Zoning Ordinances as follows:
Section 154.2.003 Definitions, revise the definitions of “boat house” and “gazebo”;
Appendix A: Use Regulations, the addition of “boat house” as an allowed use in all districts except Existing Industrial (EI) and Working Waterfront (WW) zoning districts with a Minor Special Use Permit under Category 5 – Marine-Related Uses and Category 6 – Recreational Uses; Appendix A: Use Regulations, the addition of “gazebo” as an allowed use in all districts except Existing Industrial (EI) and Working Waterfront (WW) zoning districts with a Minor Special Use Permit under Category 5 – Marine-Related Uses;

Appendix D: 2000 Zoning Ordinance, Section 154.003 Definitions, revise the definitions of “boat house” and “gazebo”; Appendix D: 2000 Zoning Ordinance (Appendix A: Use Regulations) the addition of “boat house” as an allowed use in all districts except Rural Waterfront Village (RWV) zoning districts with a Special Use Permit under Category 5 – Marine-Related Uses and Category 6 – Recreational Uses; Appendix D: 2000 Zoning Ordinance (Appendix A: Use Regulations) the addition of “gazebo” as an allowed use in all districts except Rural Waterfront Village (RWV) zoning districts with a Special Use Permit under Category 5 – Marine-Related Uses. The Planning Commission is also recommending Performance Standards.


The applications are on file and open to public inspection in the Planning, Permitting & Enforcement Office, located at 16404 Courthouse Road, Eastville, Virginia.
